Water theft undermines Victoria’s water security. We conducted social research with water users across Victoria for DELWP, uncovering key audience segments for an effective deterrence strategy. Our research informed a multi-layered communications approach combining education, facilitation and confrontation tactics, alongside reinforcement elements to sustain positive behaviours.
